Call to Order
The meeting was called to order at 6:30 pm at the town office.  Board members in attendance were Lewis Sumner, Earl Holtz, and Edee Edwards.  Selectboard secretary Jessica Bruno also attended.

Personnel Policy Updates 
The purpose of the meeting was to update the Halifax personnel policy. The Selectboard used the VLCT model policy as a template, reviewed and discussed the contents, and made the appropriate changes for Halifax.

The group discussed compensatory time in detail. It was agreed that an employee may accrue up to 40 hours of comp time and the use of comp time will be encouraged within one year of accrual. Follow up with Rafus and Dow will be needed to determine how this will be tracked.

The Selectboard discussed the disciplinary action and employee termination process.

The Selectboard reviewed the current policy and compared it to the new model policy.

Items for follow up:
-Tracking of comp time
-What do employees currently have for accrued personal leave and if it’s more than 2 weeks, how will this be addressed
-Does VLCT have a model policy for Drug & Alcohol testing, or is it standard to use CDL requirements (of which current policy is based).
-After format changes are complete, Selecboard will forward printed copies to employees, have a meeting with staff to explain changes and answer questions, and then will need to adopt the policy by 12/31/13.
-If no change to work week hours is made effective 1/1/14, they will need to make adjustments to the personnel policy.
