PLANNING COMMISSION PUBLIC HEARING MEETING MINUTES
September 16, 2024
Chairman Tommy Fox opened the public meeting to consider the Barmen, Subdivision permit #24-14 request at 7:15 PM. Other Planning Commissioners present were William Pusey, & Eli Summers. Kaitlin Stone and Matt Gancz were not in attendance. Tina Blais, Kyle Farnsworth, William Oglesby, Kelsey Kissell, Stephan Chait, Nancy McCrea, Diana Conway, Edee Edwards, Carl Barmen, Elizabeth Martin, and Bonnie Brown were also present.
Fox read the Notice of Hearing for Subdivision Zoning Permit into record.
Carl M Barmen of 7499 Jacksonville Stage Road, Halifax, VT has submitted an application for a subdivision for property located at 7499 Jacksonville Stage Road in the Town of Halifax. The proposed project describes as follows, Taking a 34.80 +/- acre lot and subdividing into two lots. Lot #1 being 10 +/- acres with 1200 +/- FT of road frontage. Lot #2 being 24.80 +/- acres with 284 FT of road frontage.
The Town of Halifax Planning Commission will hold a public hearing on this application on September 16, 2024. There will be a hearing at 7:30 PM at the Halifax Town Office conference room located at 246 Branch Road. A copy of the application and additional information can be obtained at the Halifax Town Office, Halifax, Vermont.
Pursuant to 24 V.S.A. 4464(a)(1)(c), participation in this local proceeding is a prerequisite to the right to take any subsequent appeal.

Summers points out that this property is in a Residential District which has a road frontage of 300 feet minimum. Blais explains that when she wrote up the hearing notice the information on the permit was sparse and she explained how she came up with the total footage. (Starting at minute 12:00 on the recording.) Fox states that he has already looked at the map with Chait who is a property abutter. It looks like there is at least 900 feet of road frontage. Pusey raises the question why are they subdividing? Barmen explains that after he further reviewed the parcel in question of subdivision he thinks that it is only about 6 acres. He also states that he is selling it to Brown & Chait purely as a buffer, there will be no building on it. Brown explains details on the physical location of the subdivision. (Minute 16:00.) Brown confirms that she Chait will be buying this property from Barmen.
Pusey made a motion to reconvene until the next Planning Commission meeting on October 8, 2024 to make a decision. Summers seconded the motion. Motion passed 3-0.
