PLANNING COMMISSION PUBLIC HEARING MEETING MINUTES
September 16, 2024
Chairman Tommy Fox opened the public meeting to consider the Evans, Subdivision permit #24-13 request at 7:00 PM. Other Planning Commissioners present were William Pusey, & Eli Summers. Kaitlin Stone and Matt Gancz were not in attendance. Tina Blais, Kyle Farnsworth, William Oglesby, Kelsey Kissell, Stephan Chait, Nancy McCrea, Diana Conway, Edee Edwards, Carl Barmen, Elizabeth Martin, and Bonnie Brown were also present.
Fox read the Notice of Hearing for Subdivision Zoning Permit into record.
Christopher & Dawn Evans of 234 Conway Street, Greenfield, MA has submitted an application for a subdivision for property located at 195 Stowe Mountain Road in the Town of Halifax. The proposed project describes as follows, Taking a 94 +/- acre lot and subdividing into two lots. Lot #1 being 90 +/- acres with 1800 +/- FT of road frontage. Lot #2 being 9 +/- acres with 100 FT of road frontage.
The Town of Halifax Planning Commission will hold a public hearing on this application on September 16, 2024. There will be a hearing at 7:00 PM at the Halifax Town Office conference room located at 246 Branch Road. A copy of the application and additional information can be obtained at the Halifax Town Office, Halifax, Vermont.
Pursuant to 24 V.S.A. 4464(a)(1)(c), participation in this local proceeding is a prerequisite to the right to take any subsequent appeal.

Fox then offered the map of the proposed subdivision to the board for review. Summers pointed out a typo from the hearing notice. The road frontage for lot #2 should have 1000 +/- feet of road frontage, not 100 feet. There was a short discussion between board members as to where the boundaries were. (Starting at minutes 2:00 on the recording.) Pusey asked what the intended use of the subdivision was. Fox asked if Christopher & Dawn Evans were present. They were not. The permit does not say what their intention is. Brown states that the property abuts her property and there is no well or septic and it is a very wet area. (Minute 4 on the recording.) Fox comments that the application looks as if it meets all requirements, and asks if there is any more discussion. Summers states the only question he has is the intended use of the division. Chait asked if the property is in the Current Use program. Fox sates that he does not know. Fox states that he will check.
Pusey made a motion to reconvene until the next Planning Commission meeting on October 8, 2024 so that Fox can contact the Evans ‘and get more information on the subdivision. Summers seconded the motion. Motion passed 3-0.
