SPECIAL MEETING MINUTES

July 24, 2014

 

The special meeting was convened at 10:00 AM at the Hale Road Bridge near the Guilford Town line for the purpose of reviewing a washout on that Irene-damaged bridge. Board members in attendance were Earl Holtz and Edee Edwards. Lewis Sumner was absent.  Also in attendance was Brad Rafus, Peter Boemig and Thad Betts of SVE Associates (bridge engineers). Mike Renaud of Renaud Brothers (bridge construction) arrived at approximately 10:10 AM.

 

Holtz noted that he’s sent pictures of the damage which showed about a 6 foot deep washout around the first guardrail post. Rafus had done some remedial work with some rip rap to avoid further damage.

 

SVE reviewed the plans and noted that the original drawing had class 2 gravel in the area that has been washed out. The warranty would only cover defective work. Brad saw the washout as it was occurring on July 2nd, 2014. There is no sign of original gravel.

 

Renaud arrived and surveyed the area, also suggesting that this was not a warranty thing. However, they are doing some work down the road, and felt perhaps they could help us out. There was a discussion of using 12” minor stone or big stone along the edge. Timing-wise, the work might be able to be done in the next couple of weeks—maybe the week before August 11. Renaud offered to provide stone, Rafus offered to provide equipment and an operator to lay the stone, and it was suggested that SVE may be able to assist with trucking costs.

 

Rafus said that no road closures would be needed, but that he would take a couple of the guardrail posts out to work, and replace them with the excavator. Rafus also said he would close the loop about the repair plan with Todd Menees of the Agency of Natural Resources, who has been informed of this washout.
