PLANNING COMMISSION REGULAR MEETING
August 11, 2015
Call to Order
The meeting was called to order at 7:07 p.m. Planning Commission members Sirean LaFlamme, Bill Pusey, Brian McNeice, Stephan Chait, and Linda Lyon were present, as was Robbin Gabriel.
Changes and/or Additions to the Agenda
None.
Approval of Previous Meeting Minutes
Bill Pusey made a motion to approve the 6/9/15 regular meeting minutes as written. Brian McNeice seconded the motion, which passed, 5-0.
Stephan Chait made a motion to approve the 7/14/15 special meeting minutes with one correction. Sirean LaFlamme seconded the motion, which passed,5-0.
Chait made a motion to approve the 7/28/15 special meeting minutes as written. Linda Lyon seconded the motion, which passed, 3-0-2, with Pusey and LaFlamme abstaining.
New Business
Update of Zoning Regulations
Chait, who attended the August 4th Selectboard meeting, spent a few minutes describing discussions that took place that evening regarding the proposed zoning bylaw amendments and the Denison quarry findings/conclusions document the Selectboard is composing in anticipation of a final submissions request from the Act 250 Environmental Commission.
The Commission returned to their review of the final edits in the revised zoning regulations. They made several changes designed to clarify internal cites and statutory references; refined the wording of noise restrictions in Section 405(1); and added “plot plan,” “site plan,” “right-of-way,” and “easement,” to the general definitions. They also discussed shorelands, flood hazard regulations, Windham Regional Commission’s forestry recommendations, and scheduled a special meeting on Tuesday, August 25th, 2015, at 6:30 p.m. to make final decisions on those topics and to conclude a discussion on regulations specifically addressing subdivisions. Commissioners are also anticipating receipt of responses to several questions forwarded to WRC’s John Bennett.
