MINUTES

January 14, 2009

Call to Order

The January 14, 2009 meeting of the Halifax Zoning Board of Adjustment was held in the Multi-purpose Room of the Elementary School at 246 Branch Road, West Halifax, Vermont.   The purpose of this meeting was to continue the public hearing on the request by Honora Winery & Vineyard for Conditional Use and Site Plan Approval which had been remanded by the Environmental Court for consideration by the appropriate municipal panel.

The meeting was called to order at 7:03 PM by Frank Maltese, Chair. Other Board members present were Howard Alboum, Alan Dacey, Norman Fajans, Brian McNeice, Christina Moore, Paul Placentino, William Pusey, and Craig Stone. Robert M. Fisher (Town Attorney) and Phyllis Evanuk (ZBA secretary) were also present.

Persons who participated in the ZBA hearing by “offering, through oral or written testimony, evidence or a statement of concern related to the subject of the proceeding” [pursuant to 24 VSA 4471(a)] were: Paul Taylor, Margaret Bartenhagen, and John Robohm.

Attorney Stephen R. Phillips, Patricia Farrington, and Lorraine Muha were in attendance to present this request by Patricia & Harry Farrington for Honora Winery & Vineyard for Conditional Use and Site Plan Approval to allow conversion of an existing barn to an event center, to amend the previously approved site plan, and to develop related site changes at 1950 Collins Road, Tax Map #cln.1950.

Having heard all new testimony regarding this application, at 7:35 PM a motion was made, seconded, and unanimously passed to close the public hearing and enter deliberative session.
