Call to Order

The meeting was called to order by Vice-Chair Bill Pusey at 6:35 p.m. Planning Commission members Alice Aldrich, Kaitlin Stone, and Jason Ashcroft were present; Turner Lewis was traveling. Also present were John Bennett (WRC), Stephan Chait, Linda Lyon, and Robbin Gabriel.

New Business

Town Plan Update with John Bennett—Draft Review
This meeting was devoted to reviewing the proposed draft version which will be made available for public examination prior to the Planning Commission public hearing. John Bennett advised there are some details to be added; primarily in the Community Profile section where Windham Regional Commission staff are still working to gather more current facts and figures. Bennett said those materials would be available by the time of the hearing, and could be discussed then. The Planning Commission can make changes to the draft prior to submitting it for the Selectboard hearing. Stephan Chait suggested querying Brad Rafus on specific wording about road classifications, and he also asked whether habitat connector information could be shown on one of the Town maps which will accompany the Plan text.

Bennett and Commissioners discussed the statutory process preceding the Planning Commission public hearing. They chose Monday, October 29, 2018, at 6:30 p.m. at the Town Office. The updated draft will be made available for public review 30 days prior to that date, including emailed copies to the Planning Commissions of adjoining towns, the Regional Commission, and Vermont Department of Housing and Community Development. After the Planning Commission holds its hearing, the Plan draft will move to the Selectboard, and that Board will schedule a public hearing not less than 30 days after receipt.

Linda Lyon asked if the draft will be posted on the Town website, and notice mailed to the agenda distribution list. Gabriel said yes, a version with edits marked will be posted online.

Alice Aldrich made a motion to adjourn the meeting. Kaitlin Stone seconded the motion, which passed, 4-0. The meeting was adjourned at 7:53 p.m.
