Purpose of mtg is a grievance hearing for property address of 380 Smith Road in the Town of Halifax.
We are assembled to hear grievances today This hearing we are allowing a maximum of 15 minutes, this mtg is held in person and complies with open meeting laws. A Letter requesting a grievance hearing has been received. We are here to listen and consider your grievances we will review and get back to you with our findings in a timely manner. As is the usual process, if you are not satisfied with the remedies of the Board of listers you can apply for an appeal with the BCA. If you are not satisfied with the findings from the BCA you can appeal to the state hearing officer. if you are then not satisfied with their findings, your final appeal can be to the state supreme court. Thomas and Anne you are the appellant you may go first and state your grievance.
Thomas and Anne: Stated their taxes increased by 82% in one year. Had the property for 17.5 years. Taxes were mostly constant. Don’t get any benefits from the town. Our portion of the road doesn‘t get plowed and there isn‘t any electricity on the property and it is very wet.
Mary went over the assessed listers cards. The house was valued at approximately 17k. Land values are what the big changes were this year.
Anne stated it is a barn and loft, no water.
Mary stated there is a well and septic even though it’s not hooked up. Mary went over the details of the listers card. Mary stated a structure is there and it has a value. Mary explained in a new construction it is valued at what the proposed construction will be when it is finished then it is devalued at a percent complete. Tina explained during the revaluation we got a new land schedule which the old one was outdated. The price per acre increased. The grade went down because it was overvalued previously.
Mary went over the percent complete sheet. Thomas stated the back filling is not done. Crawl space no basement and is gravel. Water supply does not go to house. No partitions, framework does exist and sheathing is temporary. 5% of that is completed. Roof is not finished. No doors windows or siding. No insulation. No electricity on the road. Just a box nothing done. There is a driveway. New approximate percent complete is 17.5%.
Mary: the big issue about the road is not a lister item. That is the selectboard domain. The Selectboard reclassified that road from a trail to a class 4 so they can build,
Anne stated the well water is orange and not potable. It would need to be hydrofraked. GRIEVANCE RESULTS:

Outbuildings: changed detached garage to barn with loft 50% each, as it was prior to
grievance in 2021. 4. House changes: Changed quality from good to average changing from 4 to 3 5. Changed well to low cost minimul devaluing to $800. 6. Value prior to grievance was $ 186,800 new value $ 156,200.

Delaney asked what made the value increase by 33%. Patty spoke about combining the 2 properties being combined for tax purposes. Mary spoke about the valuations.

Ferzoco: Stated that his taxes took a jump. House is not complete. Room upstairs still needs to be finished. In need of a septic. If sell or rent have to redo the septic. Seeking a relief for it not being finished and not even a quarter acre.
Patty: went over the tax bills to determine the difference in taxes. Mary: went over the percent finished sheet.
Ferzoco states septic is functioning but not good. Has his tank emptied, and his house is post and beam.
CHANGES:
- 1. His septic was grandfathered in by the state at the time of purchase. It is the
responsibility of the land owner to update. 2. Corrected percent complete to 97 % to reflect sub flooring 3. Heating changed space heater from 60 to 70 and electric baseboard from 40 to 30. 4. Changed value from $ 126,600 to $ 123,500.

Rhonda wanted an explanation of the values on the Listers Cards. Mary: explained each listers card in detail. It was determined that there is only has 4 fixtures, basement is not finished, the trailer on the front vacant lot has been removed. Septic and well are filled in and capped off and will be removed from the assessed value.
RESULTS OF GRIEVANCE:
- 1. removed one building site from front vacant lot.
Removed one water and sewer from vacant lot. 3. Corrected acreage from 47 to 49. Due to a 2 acre piece which is separate but
contiguous from the 47 acre piece which houses Rhonda house and Reginas house. 4. Current Use excluded land is now 8 acres. Due to the addition/correction of the 2
acres. 5. Removed section 3 completely which was Travis‘ trailer which is now Scott
Ashcrafts. 6. Corecteed basement to minimal finished. 7. Value was $469,700 pre grievance now changed to $419,000 after grievance.

Scott wnted to get the actual values of the properties he owns.
Mary went over the listers card. Patty went over taxes Scott was concerned that he was getting multiple tax bills
RESULT OF GRIEVANCE:
- 1. It was discovered that the back trailer and property acquired by Scott only had the 3.02
acres included and not the trailer which was still on Rhonda Ashcrafts property. That was corrected to be listed under Scotts assessed value. The existing trailer was added to
acreage in section 2 with site improvements. 2. Changed fixtures on both sections to 4 each. 3. Corrected building lots acreage for house and back trailer 1 Acre for house and 3.02 a for
travis trailer. 4. Old value $190,100 new value after grievance $213,300.

Regina did not have anything to say regarding her property. The Listers responded to her grievance by her attendance and the letter submitted and signed.
RESULTS OF GRIEVANCE:
- 1. Corrected land to show 2 housesites one for each trailer. Total land 2.16 acres. 2. Land decreased from $30,500 to $28,900. 3. No changes to section 2. Original value $97,200 new value after grievance $95,600.

Brooks: Stated there is a wood stove. Wood heat and nothing else. Mary went over the listers card in detail.
Has one less fixture, currently an allowance of -1, that will change. Brooks: Stated that the house is unfinished, just sheetrock, no painting no doors. The living space is 2nd floor is not finished, Just rafters.
RESULTS OF GRIEVANCE:
- Changed from 100% complete to 72% complete. 2. Changed heat source from forced hot air to none. 3. Updated fixtures from 5 to 4. 4. Value went from $ 157,400 to $ 128,400

Darryl asked why in the last 2 tax periods property gone down approximately 11k in value and taxes have gone up? Patty went over several tax bills. Mary went over changes to the cost card. Year built is 1960. Heat effects the age as well. Unit costs went up. Because there is 10 years between cost sheets. Cost of things went up. The land went up, but that was town wide.
GRIEVANCE RESULTS:
- 1. Changed year built from 1980 to 1960 which increased effective age from 41 to 62. 2. The above change increased depreciation from 39 % to 51%. 3. Updated fixtures from 5 to 4. 4. Property value before grievance was $ 115,200 value after grievance is $ 98,800.
