SPECIAL MEETING MINUTES
January 31, 2014
Call to Order
The meeting was called to order at 5:00 pm at the town office. Board members in attendance were Lewis Sumner, Earl Holtz and Edee Edwards. Others present were Jessica Bruno, Peter Holden, and Pam and Alan Davis (Daniels Construction).
New Business
Bid Opening for Old County North Bridge #37
-Alpine Construction, LLC, Schuylerville, NY $369,864.00
-Latulippe Construction Ashland, NH $359,231.00
-Cold River Bridges, Walpole, NH $375,346.50
-NH Daniels Inc, Ascutney, VT $361,333.50
The Selectboard requested that Holden Engineering review the technical details of the bids. There was a discussion about potential bonding and how the construction deadline impacts grant funding.
Other Business
The Selectboard discussed the budget. They discussed the one ton truck scheduled to be replaced in 2015 and input the truck as a lease for budget purposes.
The Selectboard reviewed the town warning and made adjustments as necessary.
Edwards made a motion to sign the warning for the annual town meeting as covered 1/31/14. Holtz seconded the motion, which passed 3-0-0.
Edwards noted that the contact person listed in the VTel tower proposal no longer works on the project. Any public comments can be directed to Kane Smart. We will be notified when the package is submitted to the public service board, and any interested parties will have 21 days to submit feedback to the public service board.
At 7:05pm, Holtz made a motion to go into executive session to discuss a personnel matter. Edwards seconded the motion, which passed 3-0-0.
The Selectboard returned from executive session at 7:15pm. No decisions were made.
Holtz reported that the Rt112 cell phone grant manager is scheduling a visit in the next few weeks. If anyone else is interested in attending, they should contact Earl Holtz.
