Call to Order

The meeting was called to order at 8:02 am. Selectboard members in attendance were Edee Edwards, Lewis Sumner, and Earl Holtz. Robbin Gabriel and Brad Rafus were also present.

New Business

Road Commissioner’s Orders
The Road Commissioner’s orders were reviewed and signed.

Upcoming Meetings
Sumner reminded the Board they will meet Wednesday, May 28^th, at 6:30 pm to finalize the Personnel Policy, and then meet with the Fire Department at 7:30 to discuss the Act 250 permit application. On Wednesday, June 4^th, at 7:00 pm, the Selectboard will meet with the School Board to make Cael Scholarship decisions.

Hearing of Visitors

Town Highway Materials Bids
Rafus suggested hiring a crusher to process materials available from the Irene cleanup to provide a portion of this year’s town gravel supply. He estimates crushing would provide about 5,000 yards of gravel at approximately half the cost of a straight purchase. Edwards made a motion to solicit  bids for diesel fuel, fuel oil for the furnace, gravel crushing, an additional gravel purchase to bring the year’s supply up to a 10,000-yard total, crushed stone, winter sand, roadside mowing, and calcium chloride. Holtz seconded the motion, which passed, 3-0.

Green River Road Repaving
Rafus said Lane Construction will be repaving several sections of Green River Road which did not hold up well over the winter. The mix recommended by the state included recycled roof shingles, and did not bind properly. Lane will be doing the work at no cost to the town, as we are within the one-year guarantee period that applied to last year’s paving. Sections to be reworked are from Hatch Road to the bridge at Ballou Mountain Road, from Clark Road to where new paving ended last year, and the quarter-mile section below Bridge #17. Work may begin as soon as the second week in June; notice will be posted to the town web site.

Other Business

Stowe Mountain Road
Holtz had a call from a citizen wondering whether Stowe Mountain Road was being widened south of the church. Rafus said the road had been graded, and stone redistributed, but no width changes have been made. The Board agreed to research whether there is a rod designation on record for Stowe Mountain Road and—if not—to consider designating it as a 3-rod road.

Landfill
Sumner said the State will be doing the yearly landfill inspection on Friday, May 30. The standard 20-year inspection period will end late in 2015.

WiFi Hotspot
The gate has been moved to the top at the town garage and the new hotspot is seeing some use. Rafus made and posted a sign to direct users, but it disappeared very quickly. The Vermont Digital Economies Project has signs available at no cost as part of the grant, and Edwards will be ordering some for town use.

Acceptance Letter
The draft of a letter of thanks to Ross Barnett was reviewed and will be on the agenda for signature at the next meeting.

Fuel Tank Shed
Holtz has created a computerized drawing to assist in visualizing a shed proposed as an attachment to the town garage salt shed. The shed will provide protection for the 2,000 gallon tank which provides fuel for the town trucks. There was some preliminary discussion regarding specifications, requirements, and the wording of a bid request.

One-ton Truck Replacement
In response to a question from Rafus, Edwards said she’d prefer to hold off on plans to replace the one-ton truck until after FEMA monies have arrived. She suggested putting the item on the agenda for the second June meeting.
