SELECTBOARD EMERGENCY MEETING MINUTES
November 5, 2014

 

Call to Order

The meeting was called to order at about 10:15 a.m. at the Halifax Town Garage. Selectboard members Lewis Sumner and Earl Holtz were in attendance. Bill Ryan (Sandri) was also present.

New Business

Diesel Fuel Contamination
Bill Ryan showed us how the moisture is measured and we also measured it: ¾ inches of moisture and sludge total.

Ryan also mentioned that when the fuel is delivered the driver also checks the level of moisture just was we were shown.

Ryan also changed the output filter, it was noted that it was clean. A new filter was installed.

The tank is a double wall design, and the moisture content interspacial gap was at 24.” If the integrity of the design was broken then there would be fuel in the interspacial gap. None was present. Also since there is 58” of fuel in the internal tank and 24” in the gap – this indicates there is no leak between the two.

Keith Stone has welded a locking mechanism to the filler caps for security.

We discussed making sure that each vehicle’s fuel ports are secured with unique keys.

Also discussed was to clean all vehicle’s fuel filters to a known state and monitor.

There is no theory on why the color of the samples is different. Ryan did state that algae can be present in the sludge.
