SELECTBOARD REGULAR MEETING MINUTES
March 19, 2019

 

Call to Order

The meeting was called to order at 7:02 p.m. Selectboard members Lewis Sumner and Bradley Rafus were present; Mitchell Green was out of town. Stephan Chait, Ray Combs, Nancy McCrea, Diana Conway, and Robbin Gabriel were also in attendance.

Changes and/or Additions to Agenda

Lewis Sumner advised the Board has received the yearly Honora Winery liquor license application.

Approval of Previous Meeting Minutes

Sumner made a motion to approve the 2/19/19 regular meeting minutes. Brad Rafus offered one correction and seconded the motion, which passed, 2-0.

Rafus made a motion to approve the 2/26/19 informational meeting minutes as written. Sumner seconded the motion, which passed, 2-0.

Sumner made a motion to approve the 3/5/19 regular meeting minutes as written. Rafus seconded the motion, which passed, 2-0.

New Business

Road Posting, Mud Season
Sumner made a motion to post the roads from now through May 15th for mud season. Rafus seconded the motion, which passed, 2-0. Rafus said signs had been put up on the roads today, but we have not yet received the State notice. He will call VTrans and request a copy. Sumner and Rafus explained that the road posting was intended to keep heavier truck traffic off thawing spring roads, although there are some exceptions made for essential commercial deliveries. Gabriel has uploaded restricted weights to the DMV web site; Rafus told her that the Josh Road bridge is back to the standard 12,000 pounds now that repairs have been made. The Board also needs to set a date with VTrans for the yearly spring meeting.

Honora Winery Liquor License
Sumner advised the liquor license must be signed yearly; it runs from April 1st through March 31st each year. The Town receives $115 and the State gets the same amount. Sumner made a motion to approve and sign the 2019 Honora Winery liquor license. Rafus seconded the motion, which passed, 2-0. The license will also be signed by the Town Clerk.

Other Business

Sumner said yearly town official appointments will be made at the April 2, 2019 meeting. There are seven applicants for the Conservation Commission, and Stephan Chait has submitted a letter of interest for re-appointment as Windham Regional Commission representative. Rick Gay is willing to serve as Acting Zoning Administrator, as Rick Mirucki is retiring from that post. The Town will need a representative to the Council on Aging as Edee Edwards, now based in the Boston area, cannot travel to meetings.

Hearing of Visitors

Stephan Chait said that now the Town Plan has been approved by the voters, it should be submitted to Windham Regional Commission for approval. Sumner said printed copies of the new plan have been ordered.

Selectboard’s Order to Treasurer for Payment

 The Selectboard’s Order to the Treasurer was reviewed and signed.

Correspondence

Correspondence was reviewed and filed. Selectmen signed five overweight permits. The Franklin Land Trust sent notice that their bicycle race will be August 17th this year, and the Guilford ride will be held on May 19th.
