SELECTBOARD EMERGENCY MEETING MINUTES–DRAFT

September 24, 2020

The meeting was called to order at 6:00 p.m. Selectboard members Lewis Sumner and Mitch Green were present; Brad Rafus was out of town and not able to attend. Robbin Gabriel was also present.

Lewis Sumner advised that the Selectboard had learned earlier today an election warning was needed to vote for a board of Halifax School Directors. The State had just approved the dissolution of the Southern Valley Unified Union School District, and now the towns of Halifax and Readsboro will need separate School Boards. Sumner read the warning for the record, as follows:

Warning–Town School District, Halifax, Vermont, Tuesday, November 3, 2020

The inhabitants of the Town of Halifax, Vermont who are legal voters in the Town School District in said Town of Halifax are hereby notified and warned to meet at the Halifax Community Hall, 20 Brook Road, in West Halifax, Vermont on Tuesday, November 3, 2020, for the purpose of voting by Australian ballot between the hours of 10:00 a.m. (at which time the polls open) and 7:00 p.m. (at which time the polls will close) on the following articles:

ARTICLE 1: To elect by Australian Ballot one Halifax School Board Director for the Halifax School District to serve a term ending on March 2, 2021.

ARTICLE 2: To elect by Australian Ballot one Halifax School Board Director for the Halifax School District to serve a term ending on March 1, 2022.

ARTICLE 3: To elect by Australian Ballot one Halifax School Board Director for the Halifax School District to serve a term ending on March 7, 2023.

Dated at Halifax, Vermont, this 24th day of September A.D. 2020.

Sumner explained this emergency meeting was held because Monday (September 28th), 5:00 p.m., is the deadline for candidates to submit their petitions in order to be on the November 3rd ballot. Sumner made a motion to sign the warning for election of Halifax School Board Directors. Mitch Green seconded the motion, which passed, 2-0.

Gabriel said the Town Clerk would be preparing for the general election next week and the School Board Director warning would be published in the Deerfield Valley News on October 1st. Sumner advised that the warning could go to the newspaper later; ten or fifteen days prior to the election. The rule is the same as for Town Meeting he said. Green asked how we could notify voters interested in running for the School Board positions. Gabriel said notice could be posted on the website and on the Town’s bulletin boards.

The meeting adjourned at 6:05 p.m.
