SPECIAL MEETING MINUTES
June 26, 2013

Call to Order

The Selectboard met at the Town Highway Department, calling the meeting to order at 9:02 am. Present were Selectboard members Earl Holtz, Edee Edwards, and Lewis Sumner. Also present were Bradley Rafus, Keith Stone, Michael Fournier, Benjamin Barnett, and Travis Briggs. Later, John LaFlamme also attended.

Executive Session

Lewis Sumner made a motion to enter executive session to hold annual performance appraisals for the Highway Department. Earl Holtz seconded the motion, which carried 3-0.

Bradley Rafus, Keith Stone, Michael Fournier, Benjamin Barnett, and Travis Briggs were individually called into Executive Session.

At 11:48 am, the Selectboard returned from Executive Session. No decisions were made.

Other Business

As a group, we discussed that raises and work scheduling changes will continue to be discussed after the change in the fiscal year, at regular or special Selectboard meetings.

Edwards noted that in October of this year, the town must select insurer options for health insurance (it can be all providers, or just one), as well as the town contribution. Then in November, the employees must each select a specific plan for themselves/their family. More information will be offered as it becomes available.

The Selectboard plans to hold a quarterly meeting with the Highway Dept. in the coming year.

The ride along policy, which still stands that requests for ride along must be made to the Highway supervisor and Selectboard, was also reviewed. The town employees suggested that Selectboard members each do a ride along, in their role of having oversight of the highway department, in the coming year. Work on a winter roads policy will also be planned in the coming months.

LaFlamme requested Selectboard help with a question from the Dept of Public Safety Risk Management Survey, about written policies. Edwards will follow up with LaFlamme.
