EMERGENCY MEETING MINUTES

November 30, 2013

 

Call to Order

 

The meeting was called to order at 8:11 am at the Halifax fire department.  Board members in attendance were Lewis Sumner, Earl Holtz and Edee Edwards.  Selectboard secretary Jessica Bruno was also present.

 

The purpose of the meeting was to work on the FY15 budget. The meeting was posted as an emergency meeting due to a posting issue. The meeting was discussed on the 23rd, but mistakenly not posted until late last night.

 

Highway Budget

The Selectboard discussed gravel and stone and set the budget based on the second lowest bid for the most recent year. The group discussed resurfacing projects and discussed the possibility of deferring Jacksonville Stage Road paving for one year to split the cost. The Selectboard completed a first draft of the highway budget. The initial draft highway budget for FY15 is $1,172,730 (before income offset). This is an approximate 36% increase from FY14 with no Irene funding coming in. The major increases are in resurfacing and gravel/stone. The Selectboard will review strategies for cost savings for the next budget meeting.

 

Follow up items:

-What category would non-SRA guardrails go in? What are the average yearly needs?

-Is there any reserve left in resurfacing?

-Safety gear- is this included in uniforms now?

-Repairs and Maintenance is consistently overspent- will FY15 be much less as the equipment is newer now?

-Verify the budget amount for the Scott fund with Howard Smith.
