SPECIAL MEETING MINUTES

September 24, 2013

The meeting was called to order at 7:02 pm at the town office.  Board members in attendance were Edee Edwards, Earl Holtz, and Lewis Sumner. Others in attendance were Jessica Bruno, Jessica Briggs, Travis Briggs, Brad Rafus, Peggy Rafus, Ben Barnett, Sarah Barnett, Keith Stone, Vicki Stone, Patty Dow, Mike Fournier, and Larry Smith (from VLCT).

The purpose of the meeting was to provide town employees with information concerning the new health insurance coverage system.

Edwards made a motion to fund 100% of the premium cost for the Blue Cross Blue Shield Platinum standard plan in VT Health Connect for full time employees for calendar year 2014. Sumner seconded the motion.

Larry Smith from VLCT explained the health insurance plans and benefits. There was a discussion about how the exchange works. November 30, 2012 is the cutoff date for employees to set up their account in the exchange. If they miss the deadline, they could be without coverage for the month of January. The employer will have the option of changing coverage every year and the employees will have the option of switching plans in November of each year as well.

The Selectboard voted on the motion, and the motion passed 3-0-0.

It was noted that any employee of the town that gets a stipend must get the VT Health Connect notice. A full-time employee is defined as one who works more than 30 hours per week.

A Selectboard meeting was scheduled for October 22, 2013 at 6:30pm to work on revising the employee handbook.

The Selectboard prepared an order for the Treasurer for bill payment for an invoice to upgrade the town repeater system.

The meeting was adjourned at 8:11 pm.
