SPECIAL MEETING MINUTES–DRAFT
June 26, 2026
CALL TO ORDER
Edee Edwards called the meeting to order at 7:00 AM at 229 Wheeler Road. Other Selectboard members present were Lori Marchegiani, Randy Pike, and Rhonda Ashcraft. Karen Christofferson was absent. Members of the public present were Jeffrey Glaser and Laurel Copeland.
CHANGES AND ADDITIONS TO THE AGENDA
Edwards noted that she inadvertently left Hearing of Visitors off the agenda, but that is required at all meetings. The group attempted to record video and audio, but noted getting the large file off a phone had been impossible at an earlier site visit.
OLD BUSINESS
The board was there to visit the site to better understand Jeffrey Glaser’s new right-of- way (ROW) application for additional culvert work in the Town Right of Way. Edwards acknowledged that multiple Selectboard meetings addressed this property and the past driveway culvert work the Highway Department had done at Mr. Glaser’s request on what turned out to be a private portion of Wheeler Road. Her stated intention was to focus on future work being proposed with our new understanding of the town right-of-way boundaries, with fresh eyes at a site some of the group had not seen.
The group started at the town portion of the road. Glaser had put tape flags at the corner of the lots he purchased and owns. An official survey marker had been removed by earlier work; Glaser felt this might have been spiteful. The board expressed that it was likely accidental. Edwards and Marchegiani asked about a wooden stake in earlier diagrams from the road commissioners, but Glaser didn’t know about that. The group agreed to view the work from Mr. Glaser’s current markings. Glaser asked why had had to fill out a permit. Edwards explained the Selectboard was improving past practices, hoping to avoid misunderstandings.
Using a wheel to measure, those present determined roughly where the private road begins. Water was flowing from recent rain in the ditch that led up to a stone header and the buried plastic culvert. On the other side of the culvert, there was additional trenching. A large pine tree discussed at other meetings was removed by GMP.
Edwards asked whether Glaser might use one length of pipe at the other end of his circular driveway, but he wasn’t concerned about that partially exposed pipe.
When another survey marker was located at the other edge of Glaser’s property, Pike asked if Glaser could imagine how difficult that might be to see from the equipment operator’s seat. Glaser seemed to accede to that.
Glaser wants to connect two more 20 ft sections of culvert on the downstream side and cover it to be able to drive on it. Informal measurements say this will involve about 11 feet within the Town ROW. Edwards stated it would not make sense to have two separate groups to do this work. Glaser noted he had equipment available.
The board helped write a cleaner copy of the permit application. Glaser will get his son, now a joint owner, to sign the form, and then he will return it.
Glaser also inquired about getting on the list for fill for the project and said he would mark where it could be delivered. Marchegiani will take that information to the Highway Supervisor, as well as ensure his review before the Selectboard makes a final determination about the permit at a future board meeting.
HEARING OF VISITORS
Abutter Laurel Copeland stated her late parents’ property is on the back boundary of Glaser’s. She said she had learned a lot but had no further comment.

Ashcraft made a motion to adjourn. Pike seconded. Motion carried 4-0 at 7:51 AM.
