PLANNING COMMISSION REGULAR MEETING
December 8, 2015

 

Call to Order

The meeting was called to order at 7:13 p.m. Planning Commission members Sirean LaFlamme, Brian McNeice, Bill Pusey, Stephan Chait, and Linda Lyon were present, as was Robbin Gabriel. No members of the public were in attendance.

Changes and/or Additions to the Agenda

None.

Approval of Previous Meeting Minutes

Linda Lyon made a motion to approve the 11/10/15 regular meeting minutes with two corrections. Stephan Chait seconded the motion, which passed, 3-0-2, with Bill Pusey and Brian McNeice abstaining.

New Business

Announce Public Hearing on Zoning Regulation Revision
The Planning Commission will hold a public hearing on Wednesday, December 16th, 2015, 7:00 p.m., at the Halifax Town Offices for the purpose of hearing public comment on the full revised text of the zoning regulations. The Commission spent a few minutes reviewing the revision process discussing the details of the hearing procedure. Once this step is completed there will be a Selectboard hearing in January on the regulations.

Discuss WRC Approval of Town Plan
Research has brought to light the fact that the most recent Town Plan as approved by the voters in March, 2014, has never been submitted to Windham Regional Commission for approval. Towns with approved plans are eligible for certain HUD community block grants. Linda Lyon made a motion to ask the Selectboard to submit the Town Plan to Windham Regional Commission for review and approval, so the town is eligible to apply for certain community block grants administered by the Department of Housing and Urban Development. Brian McNeice seconded the motion, which passed, 5-0. In discussion prior to the vote Stephan Chait suggested notifying Nick and Maggie Bartenhagen, who are the town’s representatives to WRC.

Stephan Chait made a motion to adjourn the meeting at 7:46 p.m. Linda Lyon seconded the motion, which passed, 5-0.
