Committee for Animal Control Meeting Minutes
Town of Halifax, Vermont
December 5, 2025
6:00 PM at the Halifax Town Office
Sue Kelly called the meeting to order at 6:012 pm. Other Committee members present were Jennie Crocker, Kim Lehner and Chris Lehner. Selectboard member present: Edee Edwards. Member of the public present: Linda Huebner
Kim reported that she will be taking a leave of absence for personal reasons after tonight’s meeting.
Meeting minutes of 11/25/25 were unanimously approved.
Linda Huebner offered to join the committee. Edee stated she will present this to the selectboard at their next meeting.
Final changes were made to the draft ordinance and the committee voted unanimously to submit it to the selectboard for their consideration.
Chris asked whether the ACO manual or any other document defines the scope of responsibilities of an ACO – specifically, can the ACO only respond to complaints or can the ACO look for violations independent of receiving a complaint? The question was raised because this factored into the public’s concerns about the original proposed ordinance.
Sue will research this question.
The next meeting will be scheduled based on any request for further action from the selectboard.
Meeting was adjourned at 6:53 PM.
