ZONING BOARD OF ADJUSTMENT MEETING MINUTES – DRAFT

JULY 9, 2024

CALL TO ORDER:

Chairman Tommy Fox called the meeting to order at 7:00 PM. Other board members present were William Pusey, Kaitlin Stone, Eli Summers and Matt Gancz. Also in attendance were Patty Dow, Bob Fisher, Pete & Donna Silverberg, Edee Edwards, Paul Blais, Diana Conway, Nancy McCrea, Kelsey Kissey, Kyle Farnsworth and Tina Blais ZBA Secretary.

CHANGES AND/OR ADDITIONS TO THE AGENDA:

None

APPROVAL OF PREVIOUS MEETING MINUTES:

The Board approved the minutes from June 20th as written.

NEW BUSINESS:

– Patty Dow was in attendance to recommend a possible change in the regulations pertaining to seasonal campers and the length in which they can remain on the parcel without getting taxed as a second dwelling.

– Attorney Bob Fisher talked about Town Trails and weather you can develop off of them. He mentioned different scenarios in which every case outcome was different.

– Peter & Donna Silverberg were in attendance to ask specific questions for subdividing in the conservation district.

Ganzc made a motion for the board to use Google Meet to comply with new state regulations for hybrid meeting. Summers seconded the motion. Motion passed 5-0.

OLD BUSINESS:

-Patty Dow was also in attendance to continue the discussion on Accessory Dwellings and to speak on her views as to whether there should be a change in the regulations. Dow proposes that a second dwelling can be farther than 100 FT from the main dwelling. Discussion ensued about the possible pros and cons of this change if it were to happen. The general consensus of the members and Dow was that when the question arises from a parcel owner Dow would tell them to apply for a permit and if it gets denied by the ZA then they should appeal the decision and bring it to the ZB.

-Summers did research on Tiny Houses and discussed possible changes to be made to the regulations. Discussion followed.
