ZONING BOARD OF ADJUSTMENT MEETING MINUTES

JUNE 20, 2024

CALL TO ORDER:

Vice Chair, Bill Pusey, called the meeting to order at 7:00 PM. Other Board members present were, Kaitlin Stone, Tommy Fox, & Eli Summers. Also in attendance were Edee Edwards, Stephan Chait, Kyle Farnsworth and Tina Blais.

CHANGES AND/OR ADDITIONS TO THE AGENDA:

None

APPROVAL OF PREVIOUS MEETING MINUTES:

The Board approved the minutes from the regular meeting as well as the Public Hearing minutes from 4/9/24 as written.

NEW BUSINESS:

Pusey called for a reorganization of the board. Stone made a motion to elect Fox as the new Chair. Pusey seconded. Motion passed 3-0, with Fox abstaining. Pusey will remain as Vice Chair.

Fox then took over the meeting as Chair and invited Edee Edwards, Chair to The Select Board, to speak about the new state Open Meeting Laws effective July 1, 2024. Edwards explained that as of July 1, 2024 all open meetings will have to have some sort of highbred meeting either by video or phone to include all town members. Meeting minutes will also have to be recorded and posted with the meeting minutes. The Board discussed just wanting to use a phone option and preferred not to be video.

Edwards also gave the Board a heads up about a FEMA Flood Maps Update that will be happening in the near future.

Edwards also asked if the Board would mind if she made a few small changes to the ZBA portion of the Halifax Website. The Board had no problems with that.

Blais reported that Matthew Ganzc is interested in filling the empty seat on the Board. All members agreed that they would make a recommendation to the Select Board to appoint Ganzc.

OLD BUSINESS:

Board members discussed a possible change in regulations pertaining to Accessory Dwelling units on a lot without a subdivision. Summers volunteered to do some research and rewrite the paragraph for discussion at the next meeting.

The Board also continued their discussion on how, or do they want to put regulations on Tiny Homes and Air B&B’s. They will each do some research/thinking about ideas and report at the next meeting.

HEARING OF VISITORS:

Edwards informed the Board that she was arranging a date for the town Attorney, Bob Fisher to attend the next meeting on July 9, 2024 to discuss Town Trails.

ADJOURNMENT:

The meeting adjourned at 8:12 PM.
