SPECIAL MEETING MINUTES

JUNE 17, 2023 – Saturday

8:30AM Site Visit – 2044 Branch Road, West Halifax VT 05358

CALL TO ORDER

8:40AM – Special Meeting of Selectboard called to order by Pete Silverberg

Selectboard Members present were Pete Silverberg, Edee Edwards and Karen Christofferson

Others present (in person) were: Mark Halverson.

  • Due to the outdoor location of meeting, remote access was not available.

NEW BUSINESS

  • Tour Closed Landfill, Locate and observe sampling stations:
  • Silverberg noted the meeting, originally targeted for the evening of Wednesday, June 14, 2023 was deferred to June 17, 2023 due to inclement weather.
  • Silverberg further noted his belief that scheduling a follow-up meeting should it be necessary, with more advance notice, may generate more public attendance.
  • The tour began near the recycling bins and progressed on foot to the top of the closed landfill where three vertical white vent pipes were observed:
    • The topography, slope and distance relationship to Branch Road was observed.
    • A brief discussion of the history of the land fill and subsequent closing ensued.
    • The group attempted to locate “destroyed” Monitoring Wells (“MW”) numbers 2 and 5. The group was unable to locate the wells, although what appears to be an MW pipe was observed on the ground a few feet into the woods near a large brush pile.
    • Edwards suggested that more recent documentation be collected and stored in an accessible place. Documentation to include monitoring files, emails and maps. Edwards noted she had already pulled 2 files and put them for review in Selectboard mail area.
    • Christofferson suggested that any Closed Landfill work orders/permits/certifications and related documentation also be included.
  • The tour progressed on foot to the Town Garage where  the drinking water well for the Garage
  • was observed:
    • The topography, slope and distance relationship to Closed Landfill was observed
  • The tour progressed, by car, to Branch Road where MW#3 was located:
    • The topography, slope and distance relationship to Closed Landfill was observed

HEARING OF VISITORS

  • On the way to locate MW#3, Halverson noted the recycling bins and a discussion of the surveillance cameras, signage ensued. A further discussion of the litter around and in the Frog Pond ensued, the $500 fine per violation was noted.
