CALL TO ORDER
Edee Edwards called the meeting to order at 6:00pm. Other Selectboard members present were Rhonda Ashcraft, Randy Pike, Lori Marchegiani and Karen Christofferson (remote). Members of the public present were Regina (LAST NAME), Mike Fournier and Jeff Glaser.
CHANGES AND ADDITIONS TO THE AGENDA
None.
NEW BUSINESS
Bid Opening: Truck #1 Replacement
The Selectboard opened three truck bids on June 2 with prices ranging from $313,542 to $320,263. Per the bid specifications, the Town of Halifax accepted quotes for a Turnkey 50000 GVW Tandem Truck. The three bids were as follows:
Transeastern Truck Center, 2027 Mack Granite $313,540.
Allegiance Truck Centers, 2027 International HX 520 $320,263
ATG Patriot, 2027 Western Star 47X $319,334 ($296,834 + $22,500 Viking Upgrade)
Pike, Fournier and Stone met last Thursday and discussed the three bid specifications concluding that the 2027 Western Star, including the Viking body upgrade from ATG Patriot best fits the town. 7 -Year Warranty information was sent and is listed as follows:
- Gear ratio upgrade at no additional cost
- Engine upgrade to 560 Horsepower package $1,695
- 7-Year Warranty: $6,630
- 7-year basic truck warranty: $4,905
- 7-year towing and roadside service: $1,965
- Estimated delivery: January 2027
- Total Price: $334,529 minus trade-in: $50,000
- Total net price: $284,529
There was a discussion regarding the other two bids and specs that were previously mentioned in the last Selectboard meeting including extended delivery times of 18 months to 24 months. The current town Truck #1 has been due for replacement since 2023.
Edwards made a motion that we order the 2027 Western Star from ATG Patriot with the revised pricing and packaging to be a net of $284,529 after our trade-in. Marchegiani seconded. Motion carried 5-0.
Conversation preceding the motion: Christofferson will notify ATG Patriot and the other bidders of the awarded bid outcome. Christofferson was authorized to request the dealer’s financing package and to coordinate with Dow, who will obtain financing information from M&T Bank. The Board authorized Christofferson to sign any required purchase or financing documents needed to initiate the transaction. Christofferson will notify ATG Patriot that the chassis will be green.
HEARING OF VISITORS
The Board acknowledged receipt of a right‑of‑way work permit application from Jeffrey Glaser. The Chair explained that additional clarification is needed regarding the scope of the requested work before the Board can consider the application. The Chair will meet with Glaser individually to review the application and gather the necessary information. Once that discussion is complete, the matter will be placed on a future Selectboard agenda for formal consideration.
The Board noted that this meeting was a special meeting called solely to address truck bids and was not scheduled for permit hearings.
ADJOURNMENT
Ashcraft made a motion to adjourn at 6:30pm. Pike seconded the motion. Motion passed 5-0.
