CALL TO ORDER
Edee Edwards called meeting to order at 8:30 am on March 29, 2024. Selectboard members present Karen Christofferson, Edee Edwards, Patrick McAllister and Rhonda Ashcraft. Residents present or remote included Mike Fournier and Alison Crossley.
CHANGES AND ADDITIONS TO THE AGENDA

HEARING OF VISITORS
- No visitors
NEW BUSINESS
- Resolution for ARPA Allocation
- Discussion was had regarding ARPA allocation including federal deadlines that Halifax needs to meet.
- Allocation recipients include:
- Halifax Community Club, Inc. – $15,000
- Halifax Fire department – $15,600
- Halifax Historical Society – $15,000
- Halifax Highway Department – $90,456.46
- DV Fiber – $50,000
- Video Equipment – $2,554.83
- Town Hall Windows – Replace $7,963 (2022), $7,900 (2023)
- Karen Christofferson made a motion to approve the resolution to obligate and expend SLFRF funds in the amount of $90,454.46 for the purpose of municipal workforce retention. Patrick McAllister seconded. Passed 4-0.
EXECUTIVE SESSION
- Personnel matters – Appointing Road Commissioner
- Edwards made a motion to enter executive session for the purpose of discussing Road Commissioner. Rhonda Ashcraft seconded. Passed 4-0.
- The board came out of executive session at 9:20am – no decisions were made.
- Important note that was discussed: Difficulty in print vs electronic storage of paperwork for documentation purposes.
OLD BUSINESS
- Suggested action out of executive session: appointment(s); salary adjustment(s) for current FY:
- Appointments:
- Road commissioner nominated: Karen Christofferson, Rhonda Ashcraft
- Patrick McAllister’s made a motion to appoint Karen Christofferson as one of two road commissioners as primary point person for grants/paperwork/financial side. Edee Edwards seconded. Passed 3-0-1.
- Patrick McAllister made a motion to appoint Rhonda Ashcraft as one of the two road commissioner as primary point person for town relations. Edee Edwards seconded. Passed 3-0-1.
- Salary Adjustment
- Discussion was had regarding split of compensation between Highway Supervisor and Highway Commissioner compensation.
- Action Item: Patrick to follow up with Patty to discuss budget changes.

Edee Edwards made a motion to adjourn meeting at 9:35am. Rhonda Ashcraft seconded. Passed 4-0.
