REGULAR MEETING MINUTES

CALL TO ORDER
Pete Silverberg called the meeting to order at 6:00 pm on October 3rd, 2023. Selectboard members present were Pete Silverberg, Edee Edwards, Karen Christofferson, and Tristan Roberts. Others in attendance in person or remotely were Stephan Chait, Amber Holland, Chris Beagan, Karen Boisvert, Chris Beagan, Bob Leete, Josh Barrows, Meg Stagloff, Mike Fournier, David Jones and Alison Crossley, Marshall Dix.
CHANGES AND ADDITIONS TO THE AGENDA
- Add letter from Wilmington regarding Shearer Hill reclassification
- MERP
- Review ATG contract regarding trade-in value
APPROVAL PREVIOUS MEETING MINUTES
- September 19th
- Edee Edwards made motion to approve minutes with corrections. Karen Christofferson seconds. Passed 4-0.
- Corrections: Update Greg Allen, ATG company name
OLD BUSINESS
- Mini MERP grant: Energy (Tristan) (Minute 54)
- Discussion was had regarding $4,000 grant money to go for energy efficiency. Some ideas to use the grant:
- Mailing to all halifax residents regarding efficiency
- Subsidize energy audit for residents
- Action Item: Tristan to create action plan for implementation

- MERP grant update (Tristan) (Minutes 65)
- November 28th, 2:30pm doing MERP assessment at Town Garage.
- ATG Truck contract review (Minute 73)
- Discussion was had regarding trade-in value for ATG Truck contract that states $25,000.
- Action Item: Pete Silverberg to follow up with the Town lawyer.
NEW BUSINESS
- Tim Jones with Green Mountain Power to present general project scope and Town’s approval to ROW on Reed Hill Road/Collins Road (Minute 4)
- Discussion was had regarding project proposed for Green Mountain Power approval request to use right of way on Reed Hill Road/Collins Road
- Tristan Roberts made a motion to sign GMP letter. Edee Edwards seconds. Passed 4-0.
- Meg Stagloff visiting for SVEDs programming (Minute 31)
- Discussion was had regarding upcoming SVEDs programming (strategies)
- Request petition for line item Article 20 – $2,184
- Tristan Roberts made a motion to approve a petition request for the same amount (Article 20) from the previous year. Karen Christofferson seconds. Passed 4-0.
- Request for proposals for Pike Rd. Box culvert (Minutes 41)
- Selectboard agreed to place RFP for the work on Pike Road.
- Action Item: Admin to warn properly(Advertise in Deerfield Valley News) and create a bid with Mike Fournier support. Bids to be returned November 7, 2023.
- Wilmington Road Superintendent reclassification letter
- Discussion was had regarding the request of change to Shearer Hill Road class 2 for Town of Wilmington.
- Tristan Roberts moved to sign a letter of support for changing of classification for Shearer Hill Rd. Karen Christofferson seconds. Passed 4-0.
OTHER BUSINESS
HEARING OF VISITORS
- Josh Barrows: Discussion was had regarding Vermont agency of transportation map and a trail location.
- Action Item: Edee Edwards will check into map history and verify trail findings
- Stephan Chait – Discussion was had regarding Vaughn Road work with impact on stone wall deconstruction
- Action Item: Add requirements standard contract language regarding look and feel for Halifax.
EXECUTIVE SESSION
- Edee Edwards made motion to go into executive session under 1VSA313(a)(4) discussing an appointment or personnel issue. Pete Silverberg seconds. Passed 4-0
- Executive session ended at 7:56 pm with no decisions made.
- Action Item: Edee Edwards to check with VCLT on stating who was present during the executive session.
SELECTBOARD ORDER
- Road Order read in.
- Treasury Order read in.
CORRESPONDENCE
- Budget for Deerfield Valley Rescue Inc. $20,000
- Bid Templates created by Mike Fournier, Alison Crossley and Karen Christofferson were noted.
- Admin to coordinate special meeting with Gretchen Helveruk
- Special Meeting for Highway Supervisor Meeting – Monday October 30th, 2023 at 6pm
ADJOURNMENT
Edee Edwards motioned to adjourn at 8:30(ish), seconded by Tristan Roberts. Passed 3-0.
