SPECIAL MEETING MINUTES
April 11, 2014
Call to Order
The meeting was called to order at 1:00 pm. Board members in attendance were Edee Edwards, Earl Holtz, and Lewis Sumner. Others present were Robbin Gabriel, Janet Taylor, and Carl Barmen.
New Business
The law firm Darby Thorndike Kolter & Nordle, LLP, has submitted for the Selectboard’s review materials relating to the Act 250 Land Use Permit Application for the proposed quarry on the Denison Lumber property. Board members made an initial examination of the three-ring binder containing a categorized presentation and the multi-page display-size site plans. Edwards told the meeting the materials had been received in the Town Office on Wednesday, April 9. The Planning Commission has also received a copy of the binder. Board members agreed that the book and site plans would be displayed on the table at the back of the meeting room, where they will be available immediately for public inspection. The accompanying April 7th cover letter, addressed to April Hensel, District Coordinator of District #2 Environmental Commission, describes the presentation as a request for a ruling concerning the extent to which Act 250 jurisdiction attaches to the large parcel of land in which the project is located.
Edwards paged through the large binder, briefly identifying each tabbed section for the meeting. The Board will be reviewing the documentation in depth, and will request specifics concerning their responsibilities in the process aside from the review. Holtz asked for clarification of a letter from the Environmental Commission requesting additional information. Edwards said she had queried John Bennett, who explained that the design firm needed to submit further particulars on five items listed in the letter. Holtz mentioned the possibility of an electronic copy of the full presentation, and Sumner noted that the Board expected to receive the application proposal materials on a thumb drive from the Act 250 group. Edwards added that she was told there would be a web site. After Janet Taylor, an abutter, said someone had accessed the information online through the design firm’s web site, Holtz said he would call to request a url. There was further discussion regarding the most efficient means of establishing clear lines of communication amongst all parties involved in the permitting process.
