SELECTBOARD SPECIAL MEETING MINUTES

Selectboard members Lewis Sumner, Doug Grob, and Brad Rafus met with Philip Savoy and Fran Spaulding of Savoy Engineering at 8:10 a.m. at the Halifax Town Garage to discuss Savoy Engineering’s proposed options for repairs. Under the first option, from Itchy and Scratchy Insulators, old insulation and vapor barrier would be removed and replaced with new materials at a quoted price of $24,800. Grob questioned whether the R-value of the insulation would be sufficient; Savoy said additional insulation would raise the cost considerably and he did not believe there was a need for it. Savoy had some concerns about maintaining the integrity of the vapor barrier due to lights, compressor lines, and hangers suspended from the ceiling.
The second option, offered by Four Seasons Foam Insulators of New England, included removal of old insulation and vapor barrier and spraying in 3” of closed-cell foam under entire roof with ½” on the bottoms of purlins to deter condensation. This method would provide an R-value of 22.2 and was Savoy’s recommendation. Price quoted was $31,274.80.
Severance Building and Design’s option #3 was to install 2’x4’ hung ceiling tiles under the I-beams with R-19 unfaced fiberglass. Intake and exhaust fans, controlled by a humidistat and thermostat, would be installed above the insulation for venting and the existing gable vents would be closed off. Cost of this design would be $33,760. Savoy thought the fans would be running constantly, while Rafus spoke of the need for functioning exhaust fans within the garage area to remove exhaust fumes created by welding and equipment.
Savoy did not find any problems with the actual roofing. Initially, Grob and Rafus favored the third option, but then realized it would involve changing overhead door tracks and lighting. Sumner made a motion to approve option #2, spray foam insulation. Rafus seconded the motion, which passed, 3-0. Savoy will provide correct wording for a quote request and a vendor list.
