SELECTBOARD REGULAR MEETING MINUTES–DRAFT
February 16, 2016
Call to Order
The meeting was called to order at 6:30 p.m. Selectboard members Lewis Sumner and Doug Grob were present; Brad Rafus was unable to attend. Also present were Stephan Chait, Arthur (Jesse) Ferland, Ray Combs, Mitchell Green, and Robbin Gabriel.
Changes and/or Additions to Agenda
None.
Approval of Previous Meeting Minutes
Sumner made a motion to accept the 2/2/16 special meeting minutes as written. Doug Grob seconded the motion, which passed, 2-0.
New Business
AFLAC—Town Sign-on
Aflac representatives Janet Hoffmann and Dana Ero appeared at the Selectboard’s February 2nd meeting and gave a presentation explaining Aflac supplemental insurance. Sumner advised that at least three town employees and the Town Clerk were interested in purchasing the insurance. While there is no cost to the town—employees pay their own premiums—the town must give approval before employees are eligible for discounted rates. Sumner made a motion to accept Aflac for the town employees. Grob seconded the motion, which passed, 2-0.
Sign Annual Rescue, Inc., Contract
The Board has received the Rescue, Inc. yearly contract to provide ambulance service for the Thomas Hill area in the coming year. Sumner explained that some years ago the Town formed an agreement with Rescue to service that area, as Rescue’s Brattleboro base location means a shorter response time to that section of Halifax. Other parts of Halifax are serviced by Deerfield Valley Rescue. Sumner made a motion to sign the annual Rescue, Inc., medical/ambulance services contract for the coming year. Grob seconded the motion, which passed, 2-0.

Hearing of Visitors
Jesse Ferland asked whether the Selectboard would be conducting the Informational Meeting on February 23rd. The meeting is scheduled for 7:00 p.m. in the School multipurpose room. We’ll be there, said Sumner, and the School Board will be there, as it is a joint meeting. Patti Pusey will act as moderator. Is it a regular meeting with an agenda?, asked Chait. No agenda, answered Sumner. Candidates for town office will introduce themselves; people can ask any questions they like of the candidates, and anything on the School and Town warnings can be discussed; the school budget, town budget, the proposed zoning regulations, or any other article on the warnings. It’s not like Town Meeting, it is more informal.
Sumner announced the printed copies of the Town Report had arrived; people can pick them up from a box in the Town Office entryway.
Selectboard’s Order to the Treasurer for Bill Payment
The Selectboard’s Order to the Treasurer was reviewed and signed.
Correspondence
Various pieces of correspondence were reviewed and appropriately filed.
