SELECTBOARD REGULAR MEETING MINUTES
September 6, 2016

 

Call to Order

The meeting was called to order at 7:00 p.m. Selectboard members Lewis Sumner and Bradley Rafus were present, as were Ray Combs and Robbin Gabriel. Mitchell Green, who called to advise he was working late, arrived at the end of the meeting.

Changes and/or Additions to Agenda

Lewis Sumner had several items on the Brook Road monitoring wells and the landfill at the Town Garage.

Approval of Previous Meeting Minutes

Brad Rafus made a motion to accept the 8/16/16 regular meeting minutes as written. Sumner seconded the motion, which passed, 2-0.

New Business

Monitoring Wells—Old Town Garage
The Board has received an invoice for $1,839.24 from KAS, Inc., for the latest round of monitoring well testing at the old Town Garage. KAS also submitted an agreement for Selectboard signature which will permit State payment of that invoice. Sumner made a motion to sign the KAS agreement for State payment of the testing invoice. Rafus seconded the motion, which passed, 2-0.

Landfill at 2044 Branch Road Town Garage
Earlier this year, KAS, Inc. began the process that will lead to State approval for discontinuing yearly testing at the town garage landfill. Today, however, Sumner received notice from the State Department of Environmental Conservation that an additional test will be needed to determine whether the landfill contains any PFCs (perfluorinated compounds). Recently, PFCs have been detected in the Bennington and Shaftsbury landfills, and state records show that the Halifax landfill accepted sludge from the Shaftsbury treatment plant in 1995. This test will be done as soon as possible, purely as a precautionary measure.

WSWMD—Solar Project
Sumner and Patty Dow attended a Windham Solid Waste Management District solar project informational meeting in Brattleboro this morning. As a member of the District, Halifax can expect a 21-27% reduction in electric rates once the project goes online, with no additional cost to the Town. There is a possibility that the Halifax school can be included in this savings. Sumner has a preliminary copy of the solar contract; Attorney Robert Fisher has already reviewed and approved the document. WSWMD representatives will attend a Selectboard meeting soon, to talk about the project and answer questions. School board members will be invited to that meeting.

Hearing of Visitors

Ray Combs asked about the Green River Road repaving schedule. Lane planned tentatively to start the work in first week in September, but they have been delayed. Combs also mentioned a roughness in the new pavement on Town Hill (Jacksonville Stage). Rafus said that was due to chains on the town trucks during plow season.

Sign Orders to the Treasurer

The Selectboard’s Order to the Treasurer was reviewed and signed.

Correspondence

Various pieces of correspondence were reviewed and signed. The Board signed a letter to the Planning Commission encouraging further review of zoning regulations.
