SELECTBOARD EMERGENCY MEETING MINUTES

April 8, 2020


Call to Order

The meeting was called to order at 2:04 p.m. in the yard at the Town Garage to address essential Town functions. Selectboard members Lewis Sumner, Mitchell Green, and Bradley Rafus were present; Patricia Dow was also present.

New Business

Selectboard Reorganization
Under ordinary circumstances, the Selectboard votes to appoint a Chairman and Vice Chair immediately following Town Meeting. As that was not possible in March, reorganization was the first order of business at this emergency meeting.

Mitch Green nominated Lewis Sumner as Selectboard Chair. Brad Rafus seconded the motion, which passed, 2-0-1, with Sumner abstaining.

Sumner nominated Green as Selectboard Vice Chair. Rafus seconded  the motion, which passed, 2-0-1, with Green abstaining.

Sign Orders
Per Vermont State statute, the Board can designate one member to sign Treasurer’s orders. As the Town cannot presently hold in-person public meetings, the Board has chosen this method to keep the Town functioning during under the “stay at home” order.

Green made a motion to authorize the Selectboard Chair to sign Selectboard and Road orders for the duration of the Governor’s emergency order. Rafus seconded the motion, which passed, 2-0-1, with Sumner abstaining.

Meeting Schedule
Green made a motion to cancel the regular April 21, 2020, Selectboard meeting, and schedule the next meeting for Tuesday, May 5, 2020, in the yard at the Town Garage, 5:30 p.m. to 7:30 p.m. Rafus seconded the motion, which passed, 3-0.

Credit Card Resolution
Sumner made a motion to approve and sign the Highway Department credit bank card documents.  Green seconded the motion, which passed, 2-0-1, with Rafus abstaining.

Adjournment
