SPECIAL MEETING MINUTES
April 1, 2013
Call to Order
The meeting was called to order at 6:33 am en route to the destination of the Rutland, VT Holiday Inn. The purpose of the meeting was to attend the Vermont League of Cities and Town’s annual Selectboard Institute. Selectboard members Earl Holtz and Edee Edwards were present; Lewis Sumner was absent. Members of the public present were Mark Halverson during the drive, Selectboard Members from across the state, and VLCT staff.
Selectboard Institute
Joint sessions in the morning were on Open Meeting Law and Communicating Effectively as a Selectboard. Edwards and Holtz were at a table with neighboring Guilford’s Selectboard Chair Richard Clark, as well as others from further afield to Halifax. Outside of brief discussions about the agenda for the upcoming board meeting on 4/16 and a few reflections on the session, no town business was discussed. (Edwards subsequently called Lewis Sumner to confirm the regular agenda.)
Afternoon sessions were breakout sessions. Edwards attended “Municipal Problem Solving with Interlocal Agreements” and “How to make your town Healthy, Wealthy and Wise” (about VLCT’s risk management services and the upcoming changes in health insurance reforms.) Holtz attended “Financial Literacy and Long-Range Planning” and “Local Land Use: Who’s Got the Power.”
The workshop ended about 4:10 pm
Hearing of Visitors
General discussions during the ride share were about the Emerald Ash Borer Forest pest, the weather, snowshoeing and xc skiing, personal pets and family visits and trips.

The meeting adjourned at 6:09 pm.
