SELECTBOARD REGULAR MEETING MINUTES—APPROVED
AUGUST 16, 2022
CALL TO ORDER:
Silverberg called the meeting to order at 6:01 pm. Selectboard members present were Pete Silverberg, Patrick McAllister, and Tristan Roberts. Selectboard members not present are Lewis Sumner and Paul Blais. Others in attendance in person or remotely were David Jones, Raquel Smith, Stephen Chait, Linda Lyon, Stephan Chait, Janice Bliss and Chris Parkins, and Mike Fournier.
CHANGES OR ADDITIONS TO THE AGENDA:
Add Rafus letter and the Schoolboard letter to old business.
APPROVAL OF PREVIOUS MEETING MINUTES:
July 5, July 19, and August 2 minutes were approved. Motion made by Roberts, seconded by Silverberg, passed 3-0.
NEW BUSINESS:
Podlaski asked for clarification on the process of requesting and releasing public documents. She received a request for the Rafus letter. Silverberg went to VLCT to ask for guidance on how we release documents that are sent to individuals in order to respect privacy since this matter was discussed in an executive session. VLCT recommended we speak with our legal team. Fisher stated that it is a public document and can be shared upon request.
Fournier asked Selectboard what the best option is for a repair or replacement of a 2014, F550 dump truck that needs a new motor and dpf exhaust system. It is valued at $6K as is. It will cost about $25K for a new Ford motor without the body. Since the vehicle is sitting at a dealership it would be difficult to place a bid for repairs. It would be in the towns best interest to save the tow cost and turn around time for repairs to get it fixed where it is at and has been looked at. Roberts moved that we accept and authorize this repair under the maintenance budget and will be recognized as a sole source exception under the purchasing agreement. Silverberg seconded the motion, passed (3-0).
OLD BUSINESS:
ARPA Funds – Asked for a quote to do windows, will cost almost $16K.
DV Fiber Update – No new updates.
Post Office Update – Silverberg stated that the landlord is not interested in doing an extension. Congressman Welch stated has done as much as he can do. Silverberg would like to bring attention to the media of this issue to try and get a response from the Post Office. Residents are welcome to help make noise to the USPS and state congressional office. We have been unable to get a response from the Post Office as to what the specifications are for establishing a new post office.

EXECUTIVE SESSION:
Roberts moved to go into executive session for Personnel Issue at 6:37pm, passed 3-0. Came out at 7:13pm with no decisions made.
Silverberg moved to terminate the probationary employee effective immediately with pay through the end of the week for personal time. Motion was seconded by Roberts, passed 3-0.
Roberts moved to adjourn the meeting, seconded by Silverberg, passed 3-0. Meeting adjourned at 7:15pm.
