MEETING MINUTES

March 5, 2024

6:00 PM AT THE HALIFAX TOWN OFFICE

 

CALL TO ORDER

The meeting was called to order at 6:02PM by Pete Silverberg.  Recording was turned on.

Selectboard members present were Edee Edwards and Karen Christofferson. Others present in person included Donna Silverberg and Mark Halverson.  There were no remote participants.

CHANGES AND ADDITIONS TO THE AGENDA

None noted.

OLD BUSINESS

Approval of Minutes:

January 16, 2024:  Edwards Moved to approve minutes with edits as noted in track changes and shared on the screen.  Christofferson seconded. No further discussion, Approved 3-0

December 12, 2023: Edwards Moved to approve minutes with edits as noted in track changes and shared on the screen. Silverberg noted that the link needed to be added.  Silverberg seconded. No further discussion, Approved 3-0

December 5, 2023: : Edwards Moved to approve minutes with edits as noted in track changes and shared on the screen. Christofferson seconded. No further discussion, Approved 3-0

Selectboard Orders:

At 6:16pm Silverberg read the Selectboard Order in the amount of $23,341.55

Edwards read in the two Highway Orders

HEARING OF VISITORS

None.

NEW BUSINESS

Constable and Animal Control Officer Resignation

Edwards noted that Andrew Rice had submitted his written resignation during Town Meeting.  Rice is resigning from his position as 1st Constable and as Animal Control Officer as of March 5, 2024

Edwards noted the acceptance of his resignation with regret and noted that Rice has served the Town well in both positions.  Edwards suggested notifying the Windham Sheriffs office.  Edwards further noted that the FY25 Budget has $5,000 amount for wages (Account 6165) and there is no line item for Constable expenses.

Edwards further noted that the 2nd Constable is Roy Richardson and that the Halifax Constable Gmail Account will need to be transferred.  Edwards volunteered to send an email to Windham County Sherrif.  She noted that in her earlier conversation with Rice that he said he would help transition the new person.

Road Orders – Authorization to Sign

Edwards brought up a logistical matter regarding pending Road Orders and noted that members of the Selectboard are scheduled to be out of town.  Edwards noted that she,  Roberts and McAllister were all out of town on Monday and that the new SB member had not yet been identified. Edwards moved that Christofferson be temporarily authorized sign the Road Orders on March 11/March 12.  Silverberg seconded. The motion carried 3-0.

Selectboard Order Correction

Edwards noted several corrections for the Selectboard Order. Christofferson reran the calculator tape and noted the corrected total should be $23,747.70 vs the original amount of $23,341.55. Silverberg read the changes into the record.

ADJOURNMENT

6:46PM Silverberg moved to Adjourn the meeting.  Edwards seconded.  The motion carried 3-0
