REGULAR MEETING MINUTES

September 9, 2013

Call to Order

The meeting was called to order at 8:10 am. Board members in attendance were Lewis Sumner and Earl Holtz (Edee Edwards was absent). Others in attendance were Jessica Bruno, Brad Rafus, Christina Moore, and Wayne Courser.

New Business

Planning and Zoning Board Appointment

Holtz received a call from Norm Fagan who would like to attend the next Planning Commission meeting in order to see if he is comfortable with the position before submitting a letter of interest. The Selectboard received a letter from Norman noting the same.

Sumner made a motion to postpone the Zoning Board and Planning Commission appointment until the next regular Selectboard meeting. Holtz seconded the motion, which passed 2-0-0.

Tree Warden

Holtz reported that Ben Barnett and Ross Barnett are considering the tree warden position. They noticed that the ordinaces from the state indicate that a tree warden may nominate a deputy tree warden. Holtz will remind them to send in a letter of interest.

Town Garage Roof

Holtz reported on an elastomeric paint coating, which may be considered as part of the town garage roof leak solution. He is having a test performed on metal roofing material.

Sumner reported that he spoke with Ed Gay who indicated that it seems as if the NE wind drives in the rain. Removing the cap and sealing it may be an alternate option as well. Sumner noted that with last week’s heavy rain, there did not appear to be any leaking.

Bulletin Board

Holtz reported that he spoke with Dorothy and Dave Christie who are not opposed to the bulletin board idea. They inquired whether it could be mounted on the same stantion that is holding the mailboxes.

Highway Orders

The highway orders were reviewed and signed.

Hearing of Visitors

Courser informed Rafus that someone from the insurance company called to inspect the fire station and also indicated that they need to inspect the town garage. He will bring them over after they inspect the fire station at 9am on 9/10/13.

Rafus noted that the mower is being returned tomorrow 9/10, and everything went well but indicated that 40 hours is not much time. He also noted that they make mowing equipment that goes onto the excavator and loader for about $20k. It’s not made for a specific brand (so it can be mounted on other machines) and has it’s own power unit so it will not cause much wear and tear to the heavy equipment.

Rafus reported that they are getting ready to put the culvert in on Pennel Hill tomorrow and have not had any recent beaver issues.

Holtz has received complaints about the condition of some of the cemeteries. Rafus indicated that they should call the cemetery commission/ Jeff Deforest.

There was a brief discussion about a downed tree on the lawn of one of the homeowners. Holtz will contact the party involved.

Rafus noted that All Roofing faxed over a new estimate that includes a vented ridge system along the ridge and eves. The price has not changed. Rafus noted that All Roofing constructed a similar roof in Stowe, VT.

Rafus noted that he needs to know if they will be completing the salt shed roof as they are under a grant time restriction.

Selectmen’s Order to Town Treasurer for bill payment

An order for payment of the final SVE bill was completed and signed.
