Committee for Animal Control Meeting Minutes
Town of Halifax, Vermont
September 28, 2025
6:30 PM at the Halifax Town Office
Sue Kelly called the meeting to order at 6:58 pm. Other Committee members present physically or via Zoom were Liz Moore, Jennie Crocker, Kim Lehner and Chris Lehner. Selectboard member present: Edee Edwards. Members of the public present: Nancy McCrea and Marion Canedy.
Meeting minutes of 9/23/25 were unanimously approved.
Work continued on adapting the VLCT model animal control ordinance for Halifax. Visitors expressed support for protecting neighbors from constantly barking dogs but raised questions regarding whether it would be possible define nuisance barking in a way that would be enforceable. The committee took these questions into consideration as discussion continued.
The committed agreed on the remaining language of the ordinance and separated out the language regarding barking dogs to be submitted to the selectboard as a second proposed ordinance.
Sue Kelly will incorporate the agreed changes into draft ordinances for final review at the committee’s next meeting in anticipation of submitting the documents to the selectboard at their Oct. 7 meeting.
The next meeting will be at the town office at 6 PM on 10/2/25.
Meeting was adjourned at 8:04 PM.
